The bare pencil suits inline edits next to a field. The pencil-on-square reads as "open an edit view" and suits row actions that navigate to a form. Both are safe; pick per context and stay consistent.
Should edit icons appear on hover or always?
On desktop, revealing the pencil on row hover reduces noise in dense tables. On touch devices there is no hover, so always render it, or put edit inside an explicit overflow menu.
