Gear or sliders icon for settings?
A gear says "system configuration", sliders say "personal preferences and fine-tuning". Products with both often use sliders for user-facing filters and the gear for account or app settings.
Should a settings gear spin on hover?
A slow partial rotation, 15 to 30 degrees with an ease-out curve, is a nice touch on desktop. A full continuous spin reads as loading, not settings, so avoid looping it.
